The PCB manufacturer needs about 20 steps to align and register the individual layers. Despite increasingly better systems and tools, the registration of the individual layers is never perfect.  With a lot of process experience and expertise, the PCB manufacturer compensates for this offset as best as possible during production, but a tolerance, the so-called layer offset, remains.
