OT Cyber risk management in practice(?)

Cybersecurity is an inseparable part of an organization's risk management strategy. At least that's what one would think... In many organizations this does not appear to be the case, despite legislation, regulations, policies and standards frameworks to achieve this.

The risk management theories (which should I choose now?) do not apply to practice. There is organizational resistance, conflicting interests, and in the meantime the OT is as 'leaky as a basket'. How do you steer the right course and still keep it fun for yourself?
