Building automation and control system mandatory for non-residential buildings by the end of 2025
A new obligation will apply in Belgium and the Netherlands by the end of 2025. Non-residential buildings with a heating and/or cooling system with a nominal capacity of more than 290 kW must have building automation and control systems by then.
For whom?
From December 31, 2025 is it for certain types of non-residential buildings required to be equipped with building automation and control systems. This obligation specifically focuses on:
- Non-residential buildings equipped with a heating system or a combination of space heating and ventilation systems, where the total rated power more than 290 kW amounts to.
- Non-residential buildings equipped with a air conditioning system or a combination of air conditioning and ventilation, with a total rated capacity that exceeds the exceeds 290 kW.
When determining this nominal capacity, the total capacity of all appliances or systems that contribute to the heating or cooling of the entire building is added. This includes a separate assessment for capacity related to heating and separate cooling, each with a threshold value of 290 kW. It is important to assess each building individually, regardless of the total capacity on the entire location or site. This requirement applies to all non-existing non-residential buildings that meet the above criteria.

The required building automation and control systems must fulfill at least the following functions:
- Monitor energy use:they must be able to continuously monitor, register and analyze energy consumption. This includes the ability to propose or implement adjustments to improve energy consumption.
- Energy Efficiency Rating: the systems must evaluate the energy performance of the building, identify inefficiencies and efficiency losses within the building's technical systems and inform the person responsible for building management or technical installations about measures to improve energy efficiency.
- Intercommunication with connected technical building systems and other devices: the systems are expected to enable communication with technical building systems and devices within the property, regardless of the diversity in technologies, devices and manufacturers, to ensure integrated and efficient operation.
