We expect to grant the first TVL (Fixed Cost Allowance) Q2 subsidies in the week of July 12. Granting the first TVL Q2 subsidies will take more time this time than in previous TVL periods. This has to do with necessary checks and the possibility for start-ups and large companies to apply at the same time as SMEs. For TVL Q1, these groups still applied for TVL at separate times. In addition, all 255,000 previously taken TVL decisions must be included in the scheme, in connection with the state aid limits. We would like to emphasize that we still expect to have the first 60% of all incoming requests within 3 weeks, with the amount in the account within a few days.
Tip: If an entrepreneur submits the quarterly turnover declaration to the Tax Authorities, the application can be processed and paid out more quickly.

The state aid limit sometimes comes into view during the Q2 application
Some companies will approach the maximum state aid limit when applying for Q2. Companies must assess for themselves whether they exceed this limit and RVO in turn will assess applications against it. Companies that form a group may jointly receive no more than the state aid limit. This applies to both SMEs and large companies.
After receiving the subsidy, an entrepreneur may not have received a total of more than € 1,800,000 (gross) in government support based on the 'Temporary framework for state aid to support the economy due to the current COVID-19 outbreak' (OJEU 2020, C 91 I). Exceptions to this are the fishing and aquaculture sector and the primary production of agricultural products. For fishing and aquaculture, a maximum of €270,000 in government support applies. A maximum of €225,000 in government support applies to primary production of agricultural products.

Determination Q1 starts in the second half of July
The determination of Q1 starts in the second half of July. 90 percent of companies have now submitted a request for a final settlement for TVL June-September, and 70 percent for TVL Q4. TVL Q4 is still open to determine until September.
