What is allowed in the EPA (ESD Protected area)?

ESD safe working on the work floor is of course very important and that is why a lot of attention is paid to it during the EMC-ESD event. Frank de Pon of Eurostat Benelux explains in his lecture which products may be used in an ESD protected area. These ESD safe products must be made of specific materials and have a logo as a characteristic. 

This applies to workbenches, tables and even a tape dispenser and calculator. But why and when should the material be antistatic, dissipative or conductive? And how do I comply with the IEC 61340 standard?
