The DBCA is working on a register of certified commissioning specialists, the register gives the market the opportunity to use independent commissioning specialists and is the result of the collaboration between the various stakeholders of the DBCA. In collaboration with Sertum The Certification Working Group has set up a personal certification consisting of three registration options:

1. Cx Specialist
2. Cx Manager
3. Cx Authority

The different registrations require different competences, in general the following is described with regard to the register:

“The professional registered in the register has the knowledge to select the right form of commissioning for the relevant technical installations in the built environment and can argue the choice in a given situation (e.g. new construction – existing construction – BREEAM – LEED – etc.) and advise the client. The commissioning specialist is able to draw up the commissioning plan and select the necessary commissioning activities. This officer independently carries out commissioning activities and/or manages the commissioning team in the execution of the commissioning activities. The commissioning specialist checks and approves the reports and records of commissioning activities carried out. The professional can draw up a commissioning report.”

Commissioning should be seen as a progressive verification process to validate the quantity, quality, functionality and performance of buildings and/or installations. Commissioning is a method for ensuring quality to reduce failure costs. As a stakeholder of the DBCA, DWA is very involved in the creation of the register and the certification of commissioning specialists; the knowledge and expertise of specialists such as Geert-Jan Hoogendoorn, Jaap Neeleman and Sannie Verweij provide direction to the certification.

The register will be implemented in phases, starting with the registration of Cx Specialists. The training the commissioning specialists is in the hands of TVVL.

The TVVL Commissioning course is adapted to the structure of the register; successful candidates can be included in the DBCA register.
