The caretaker government wants to further professionalise the procurement practice of governments, which annually purchases 73 billion euros worth of services and products. A complaints desk with clear deadlines will be set up, allowing entrepreneurs to better report errors in a procurement procedure.

Furthermore, the government promises more extensive and clear motivations for decisions and additional possibilities for entrepreneurs in appeal cases. With the package, the cabinet wants to improve the legal protection of entrepreneurs in tendering, so reports the central government.

New is the so-called Commission of Procurement Experts. As an independent complaints handler, they issue an advice before the tender, which the contracting authority must await. In addition, contracting authorities must better motivate their selection and award decisions. In this way, entrepreneurs must receive a clearer explanation as to why their tender did not win.
