Commissioning
Commissioning, or Cx for short, is increasingly finding its way into the world of realization and maintenance of buildings and installations. This is in contrast to abroad, where commissioning is much more embedded in the total construction process. For example in Great Britain where no large building or more complex installation is delivered without some form of commissioning having taken place beforehand.
Definition
Commissioning is an ongoing verification process to validate the quantity, quality, functionality and performance of buildings and installations. It is a quality control method for realizing, verifying and documenting whether the performance of the building and the technical installations meet the expectations of the user. This mainly concerns, among other things, building physics aspects, energy use, water consumption and comfort requirements.
Commissioning includes control during the entire construction process from program phase to management phase and is applied to several types of buildings as well as special applications such as cleanrooms, factories, data centers, etc.
New construction
In new construction, it is tested whether the design principles are sufficiently secured both structurally and in terms of installation technology. Upon delivery of the building and installation, the remaining "residual points" will be minimized by executing the commissioning process and comfort complaints during commissioning and disappointing energy performance will be prevented.
Existing construction
In existing construction, the first thing to check is whether the existing installation can deliver the performance that fits the current performance requirements of the building user. It is no longer relevant whether the installation works according to the design principles of the time. If necessary, make adjustments and test whether the desired specifications are met. Furthermore, the commissioning process largely follows that for new construction.
Manager and specialist
The Commissioning process includes various activities (from control, inspection to transfer), which are described in a commissioning plan, to be carried out by various officials. The register distinguishes between:
- Commissioning Manager;
- Commissioning Specialist;
The Commissioning Manager is responsible for the Commissioning Plan and Reporting, manages the Commissioning team and approves the reports and accounts of completed Commissioning activities.
Yardstick for commissioners
The commissioner's yardstick can be found on the DBCA website. This yardstick provides clarity about the core tasks of a commissioning officer, competencies, prior education, professional knowledge and experience.
Why this registry?
The DBCxA was founded in 2013 with the aim of commissioning as an efficient method for to promote the performance assurance of buildings and homes in the Netherlands. In this, she named as important reasons, among others, meeting the expectations of the owner, and to improve the reliability of systems and equipment as well as the (energy) performance of buildings and installations.
Where the primary interest was originally mainly focused on testing performance requirements in new construction projects, commissioning is also increasingly valuable in monitoring performance requirements in the technical management of buildings and installations. This fits in perfectly with Sertum's objective to continuously improve the level of property maintenance and technical management.
