In fact, a 1.55 mm thick PCB is somewhere between 1.4 and 1.7 mm thick; 10% tolerance is allowed in the industry.
Of course, every PCB designer and the PCB manufacturer know the thickness of the starting materials. Nevertheless, the thickness of the finished PCB cannot be predicted with certainty.
